Sarabjit Singh dies 



Indian death row prisoner Sarabjit Singh died of cardiac arrest in aLahore hospital in the wee hours on Thursday after being comatose for nearly a week following a brutal assault by fellow inmates in a high-security Pakistani jail, officials said.
"I received a call from the doctor on duty (at Jinnah Hospital) at 1am (1:30 IST) informing me that Sarabjit is no more," Mahmood Shaukat, the head of a medical board that was supervising 49-year-old Sarabjit's treatment, told.
Another doctor, who was part of the team treating Sarabjit, said he died of cardiac arrest, adding that doctors made several unsuccessful attempts to resuscitate him.

Officials of the Indian high commission in Islamabad said they had been informed by officials of Jinnah Hospital about Sarabjit's death.
Sarabjit sustained severe injuries when at least six prisoners attacked him in a barrack at Kot Lakhpat Jail on Friday, hitting him on the head with bricks.
In New Delhi, Prime Minister Manmohan Singh expressed sadness over Sarabjit's death, saying criminals responsible for the barbaric and murderous attack on the Indian national must be brought to justice.
Sarabjit was convicted of alleged involvement in a string of bomb attacks in Punjab province that killed 14 people in 1990 and spent about 22 years in Pakistani prisons.
His family, who had just returned to India after visiting him in Jinnah hospital, always insisted Sarabjit was innocent and he had inadvertently strayed across the border in an inebriated state.
His mercy petitions were rejected by the courts and former President Pervez Musharraf.
The previous Pakistan People's Party-led government put off Sarabjit's execution for an indefinite period in 2008.
Sarabjit's heart was beating "but without brain function" because of the extensive head injuries he sustained during the assault. He was completely unresponsive and unable to breathe without ventilator support.
Shaukat said authorities were yet to decide on conducting an autopsy on Sarabjit's body.
Asked whether the autopsy would be done after getting permission from the government, he said: "At the moment I have no idea.
No decision had been made about handing over the body to Sarabjit's kin or to Indian authorities, Shaukat said.
"These matters will be worked out according to the directions from the government," he said.
The official sources in Lahore had yesterday said Sarabjit had slipped into a "non-reversible" coma and this could lead to "brain death".
His measurements on the Glasgow Coma Scale, which indicates the levels of consciousness and damage to a person's central nervous system, had dropped to a "critical level", the sources said.
Police have booked two death row prisoners? Amer Aftab and Mudassar ? for the attack on Sarabjit. They reportedly told investigators that they had attacked Sarabjit because he had allegedly carried out bomb attacks in Lahore.
No action has been taken so far against officials of the jail for failing to provide adequate security to Sarabjit.
Following the rapid deterioration in Sarabjit's condition, New Delhi had requested that he be immediately released so that he could be treated in India or a third country.
Pakistan had said it was "positively considering" the request to repatriate Sarabjit.
Prime Minister Singh today said the Indian government will make arrangements to bring Sarabjit's remains home and for his last rites to be conducted in consultation with his family.

Russian meteor exploded with force of 30 Hiroshima N-bombs

 

 Shockwaves from the aerial explosion injured some 1,200 people and wrecked thousands of homes as residents cowered from the apocalyptic momentum in the city of Chelyabinsk, some 1497 km east of Moscow.
NEW YORK: The meteor that streaked across the Russian skies on Friday, injuring around 1,200 people, exploded with a force 30 times greater than the Hiroshima nuclear bomb, NASA scientists say.

The 55 foot wide rock with a mass of 10,000 tonnes lit up the sky above the Urals region, causing shockwaves and damaging thousands of homes in an event unprecedented in modern times.

"It had an energy greater than (all) the weapons used in World War II," Bill Cooke, leader of the Meteoroid Environments Office at NASA's Marshall Space Flight Center, told the 'New York Daily News'.

The dazzling fireball burned brighter than the Sun as it unleashed nearly 500 kilotons of energy, around 30 times the size of the nuclear bomb dropped on Hiroshima in 1945.

Shockwaves from the aerial explosion injured some 1,200 people and wrecked thousands of homes as residents cowered from the apocalyptic momentum in the city of Chelyabinsk, some 1497 km east of Moscow.

"Imagine a shock wave coming through a city with glass flying from all these tall buildings. Walls collapsed ... doors were blown in and a lot of people were injured by flying debris," Cooke said.

The fiery 643734 kph streak disintegrated 32.5 seconds after blasting through the atmosphere about 24 kilometres up, according to new data culled from five infrared stations located throughout the world.

The trajectory of the Russian meteor (north to south) diverged so greatly from Asteroid DA14's near-Earth flyby (south to north) that scientists insist they are unrelated phenomena.

"They occurred the same day so some people would assume that the meteor was a chunk of DA14 but that's not true," said Cooke.

The meteor is the largest reported since 1908 when one crashed into Tunguska, Siberia, about 4828 km to the east.

"We would expect an event of this magnitude to occur once every 100 years on average," said Paul Chodas of NASA's Near-Earth Object Program Office.

"When you have a fireball of this size we would expect a large number of meteorites to reach the surface and in this case there were probably some large ones,"..

Read Afzal Guru's last letter to his wife


 When Afzal Guru was informed that he would be hanged on the morning of February 9, he asked for a paper and a pen to write a letter to his wife. However, the letter was mailed two days after his execution. Twenty-six hours later, the letter reached Afzal Guru's wife in Sopore in Kashmir despite a curfew, in contrast to the letter informing the family of his execution which reached two days after the hanging.

Below are the letter, its rough translation and the accompanying note written by the Tihar Jail Superintendent:

World's highest rail bridge to come up across Chenab river in Jammu&kashmir.

 

Arguably one of the toughest engineering challenges in hand, Railways plans to complete the Chenab bridge in Jammu and Kashmir by 2016, making it the world's highest rail bridge.

The arch-shaped bridge across Chenab river-bed in Reasi district, which will be five times the height of Qutab Minar at 359 m above river bed, will connect Baramulla and Srinagar to Jammu via Udhampur-Katra-Qazigund covering the entire route in about seven hours.

The ambitious project, which fell victim to various issues such as its alignment, feasibility and also security concerns, is finally beginning to take shape with the construction of pillars on either side.


"We plan to complete it by December 2016, a year before the entire Udhampur-Baramulla stretch is commissioned," CAO of Udhampur-Srinagar-Baramulla Rail Link Project, B D Garg said.

The 1,315-m-long engineering marvel would boast of several unique features. The design would ensure that it withstands blast and seismic activities, while the signaling arrangements would ensure the train does not encounter high wind velocity at that height.

"Anemometer has been provided at the bridge site which will measure wind speed at the bridge site, and will interlock train movement over the bridge automatically if there is any wind above the prescribed speed," Garg said.

Trains can cruise at 100 kmph on the structure, which would have a life span of 120 years.

On being asked why the arch-shaped design was chosen, he said this structure is most preferred as it can absorb seismic forces unlike concrete structures. The thrust of the arch stabilises the side slopes of the river. Further, it is easier to construct and maintain and rehabilitate steel structure as compared to other structures, he said.

As the bridge could prove vulnerable from the security point of view, the design has been made such that even if an element is removed from the structure, traffic could still remain open, running at a restricted speed of 30 kmph.

"If one of the columns gives way, the deck would not collapse. It would be possible to restore the bridge for normal operation after carrying out required repairs," Garg said.

The executing agency for the project is Konkan Railway Corporation Ltd which has an experience of handling tough projects on the famed Konkan railway route.

Nasa to launch world's largest solar sail in 2014


Nasa has announced plans to launch the world's largest solar sail in 2014 - and it will be travelling an incredible two million miles from Earth.


The giant solar sail will use photons from the Sun for propulsion, paving the way for various exploration missions that could be accomplished only through the use of "propellant-less propulsion" technology.

Dubbed Sunjammer, the giant solar sail measures about 124 feet on a side and boasts a total surface area of nearly 13,000 square feet.

Led by industry manufacturer L'Garde Inc of Tustin, California, the Solar Sail Demonstration mission builds on two successful ground-deployment experiments led by L'Garde in 2005-2006, Nasa said.

It also leverages the successful deployment of the NanoSail-D sail, a 100-square-foot test article Nasa launched to Earth orbit in early 2011 to validate sail deployment techniques.

Sunjammer is potentially applicable to an advanced space weather warning system, which could provide more timely and accurate notice of solar flare activity.

During its own test flight, the new Solar Sail Demonstration mission - dubbed "Sunjammer" by its designers in honour of the 1964 Arthur C Clarke story of the same name, in which he coined the term "solar sailing" - will deploy and operate a sail approximately 124 feet on a side.

That's almost 13,000 square feet, or a third of an acre - seven times larger than any solar sail tested in space to date. But when collapsed, it's the size of a dishwasher and weighs just 70 pounds.

Attached to a 175-pound disposable support module, the Sunjammer is easily packed into a secondary payload on a rocket bound for low-Earth orbit.

The sail will unfurl in space to catch the sunlight. During the flight experiment, researchers will test attitude controls and assess sail stability and their ability to trim.

They also will execute a navigation sequence with mission-capable accuracy.

Once proven, solar sail technology could enable a host of versatile space missions, including flying an advanced space-weather warning system to more quickly and accurately alert satellite operators and utilities on Earth of geomagnetic storms caused by coronal mass ejections from the sun.

Shane Watson: Back in business.


All-rounder Shane Watson was Monday named in Australia's squad for this week's two one-day internationals against the West Indies following his recovery from a calf injury.

Watson will replace Usman Khawaja as Australia seek to wrap up the five-game series in Wednesday's third ODI in Canberra after winning the opening two matches in Perth over the weekend.

"Shane Watson comes back into the squad for the series against West Indies as an opening batsman," chairman of selectors John Inverarity said.

"Shane has recovered from his injury and we look forward to seeing him get back to his best."

Australia defeated the West Indies by 54 runs in Perth on Sunday after routing the tourists for 70 on the way to a nine-wicket victory at the same venue on Friday.

The two teams also face each other in the fourth ODI in Sydney on Friday followed by the final match of the series in Melbourne on Sunday.

Site selection for nuclear plant in Bihar soon: Ratan Kumar Sinha, Atomic Energy Commission Chairman

: Rajauli in Nawada district and three other sites were under consideration for establishment of nuclear power plant in Bihar, Atomic Energy Commission Chairman Ratan Kumar Sinha said today.

The final decision would be announced soon, he said. The Centre had proposed establishment of a 2800 MW power plant at Rajauli but when the state government expressed its inability to supply water for the project, the site could not be finalised.

"Talks on Rajauli is on, it is not rejected," Sinha said addressing a function at his alma mater Bihar College of Engineering-NIT.

Sinha was speaking at Alumni Golden Jubilee function of 1963 batch of the college. Chief Minister Nitish Kumar, who studied electrical engineering from the same college, participated in the function.

After approval of standing site selection committee of Nuclear Power Department and Environment ministry, the site would be finalised, he said.

Issues like availability of water seismic activity, movement below earth and tectonic activity are important for finalisation of a site for nuclear power plant, he added.

Sinha said after selection of site, its development would take at least two years.

A proposal for land at Pirpainti in Bhagalpur is also under consideration, he added.

Narendra Modi 'capable and popular' leader: Rajnath Singh, BJP president


BJP president Rajnath Singh today described Narendra Modi as a "very capable and popular leader" even as the VHP demanded that the Gujarat Chief Minister's name be announced as the party's prime ministerial candidate.

Rajnath, however, conceded that at this stage, it was hard to zero in on a candidate acceptable to entire NDA and maintained that the decision in this regard would be taken by the party's Central Parliamentary Board (CPB).

Answering a volley of questions at a news conference in Bhopal as to why the BJP was shying away from naming Modi as its Prime Ministerial candidate, the BJP President said, "There is a tradition in the party to decide such issues in the CPB."

Pointing out that before the 2009 Lok Sabha elections, it was the CPB which had chosen L K Advani as BJP's Prime Ministerial candidate, Rajnath said, "Why do you want us to change this practice now?"

Rajnath while describing Modi as a "very capable and popular leader" at the same time said there was no dearth of such good leaders in the BJP.

At this stage, he said, it was "difficult to name any leader" acceptable both to the BJP and the entire NDA. NDA allies like JD-U have indicated that Modi's name is not acceptable to them.

After a meeting with top RSS and BJP leaders last week, VHP leader Ashok Singhal openly said Modi should be declared the PM candidate by the party.

"If people themselves are demanding that Modi should be made the PM candidate then BJP will also have to think about it. Such a thing is happening for the first time. After all, the BJP President himself has said that Modi at present is their most popular leader," Singhal said in New Delhi.

BJP Vice President Mukhtar Abbas Naqvi said the party will decide and announce at the "appropriate time" as to who will be its Prime Ministerial nominee.

When asked if there was any leader who could be acceptable to both his party and the allies like Atal Bihari Vajpayee, Rajnath said "no two people in the world could be alike".

Saying that he would like the BJP to come to power after 2014 General elections on its own, Rajnath added: "However, even if that happens, BJP will not forget the allies with whom it will fight the elections."

President Pranab Mukherjee signs ordinance on sexual assault..

Two days after it was cleared by the Union Cabinet, an ordinance on sexual violence against women under which rape that leads to death of the victim can now attract death penalty was today promulgated by President Pranab Mukherjee.

The President has given his assent to the Criminal Law (Amendment) Ordinance 2013, a Home Ministry spokesperson said.

The Union Cabinet on Friday recommended the draft of the ordinance to the President for his assent in a bid to fast-track stringent amendments to the criminal laws to check crime against women. The ordinance came less than three weeks before the start of the Budget Session of Parliament.

The ordinance, based on the recommendations of the Justice J S Verma Committee and going beyond, also proposes to replace the word 'rape' with 'sexual assault' to expand the definition of all types sexual crimes against women.

The ordinance has evoked a mixed response with opposition BJP welcoming it but CPI(M) and several women's groups opposed it, attacking the government for doing "injustice" to Verma Committee recommendations.

Being brought against the backdrop of the gangrape and brutal assault of a 23-year-old girl in Delhi in December that shook the country, the ordinance entails changes in the criminal law by amending Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and the Evidence Act.

It also proposes enhanced punishment for other crimes against women like stalking, voyeurism, acid attacks, indecent gestures like words and inappropriate touch and brings into its ambit 'marital rape'.

The Union Cabinet at the specially-convened meeting went beyond the Verma Committee's recommendation by providing for capital punishment in the cases where rape leads to death of the victim or leaves her in "persistent vegetative state".

In such cases, the minimum punishment will be 20 years in jail which can be extended to the natural life of the convict or death, sources said, adding discretion will be with the court.

After the Delhi gangrape incident, there were vociferous demands for death penalty, but the Verma committee has not favoured it.

The government has rejected a recommendation of the Verma panel on Armed Forces (Special Powers) Act that no sanction would be required if the armed forces personnel are accused of a crime against woman.

In a bid to make the law women friendly, the ordinance suggests that only a woman police officer will take the statement of the victim of the sexual crime.

Women under 18 years will not be confronted with the accused but provision of cross examination has been retained.

There will be no personal appearance of witnesses before police officers.

The IPC allows the court to impose a lower sentence. The ordinance takes away the power of the court to lower the sentence.

Penalty in term of years in jail has been recommended for a government servant if he does not cooperate on sexual offence case or harms the process of law. The panel had recommended five years in jail.

While accepting the recommendation to record the statement by police officers of the person reporting the crime at his or her residence, the government has made optional suggestion to videograph the proceedings.

The ordinance says if a person facing acid attack kills the accused in the process of self-defence, then she will be protected under the 'right to self defence'.

Compensation for acid attack victims "adequate to meet at least the medical expenses incurred" by her has not been accepted by the government.

Glenn Maxwell hits million-dollar jackpot

Rising Australian all-rounder Glenn Maxwell stole the thunder from his illustrious compatriots, fetching a whopping $ one million (Rs 5.3 crore), while Abhishek Nayar and     R P Singh also invited unexpectedly high bids in the players' auction for the sixth edition of the IPL here today.

The 24-year-old Maxwell was bought by Mumbai Indians after fierce bidding war with new entrants Hyderabad Sunrisers in an otherwise low-key auction where 108 players went under the hammer.

"He is an upcoming youngster. He can bat, bowl and I think he is a great fielder. We had thought of some names before we came here and he was one of them," said Mumbai owner Nita Ambani on the logic behind making such a high bid for the youngster who is just eight ODIs and nine T20s old in the international arena.

Currently playing against the West Indies in an ODI series, Maxwell was ironically out for a first-ball duck in -- while franchises bid for him here.

Mumbai all-rounder Abhishek Nayar, who performed consistently in the domestic arena, went to Pune Warriors for $ 675,000 (Rs 3.5 crore), a huge improvement on his base price of $ 100,000.

Sri Lankan all-rounder Thisara Perera also fetched Rs 3.5 crore from Hyderabad Sun risers, while Indian pace man R P Singh managed to get a good deal from Royal Challengers Bangalore, who bought him for $ 400,000 (Rs 2.1 crore).

It was a surprise given that his base price was $ 100,000 and he has not done anything significant to merit such a high price tag.

South African all-rounder Johan Botha was bought by Delhi Daredevils for $ 450,000 (Rs 2.3 crore).

Australian captain Michael Clarke and his predecessor Ricky Ponting, both of whom were marquee players, did not generate much interest among the franchises. The two were sold on their base price of $ 400,000 (Rs 2.1 crore).

A mid a probe being initiated into Walmart's US lobbying with regard to its India entry, the global retail giant has continued to lobby with the American lawmakers on this issue, as also others, and spent a total amount of $ 6.13 million on the same during 2012.

As per the latest Congressional records of lobbying disclosure reports, the US-based Walmart Stores spent a total amount of $ 1.48 million (about Rs eight crore) on lobbying for various issues, including on "discussions related to FDI in India", during the last quarter ended December 31, 2012.

This has taken the total lobbying bill of the company for entire 2012 to $ 6.13 million (about Rs 33 crore), the lobbying disclosure records available with the US Senate show.


Walmart has been lobbying with the US lawmakers on dozens of issues every quarter, whose disclosures it is mandatorily required to make under the American regulations.

Recently, the Indian government initiated a probe into the lobbying activities by Walmart in the US for gaining access to Indian market, after disclosures about theseThe company has, however, maintained that these disclosures have nothing to do with political or governmental contacts with India government officials and they only show that Walmart's business interest in India was discussed with the US government officials along with many more other topics.


Walmart has been waiting for years to open its supermarkets in India and it has been lobbying with the US lawmakers since at least 2008 to facilitate its entry into the highly lucrative Indian market.

Its total bill on these activities has now crossed $ 34 million (about Rs 180 crore) since 2008, which has been incurred on account of lobbying for more than 50 issues every quarter, including the issues related to "enhanced market access for investment in India
